IV. The autoclave is not heated while under such initialization status.

Before purchasing autoclaves from Australia, New Zealand and other places remember that their electrical systems are a bit different than ours.
Some incompatibility issues will arise.
You also want to know that replacement parts are readily available in the States.
last and most important, are these units approved by the FDA?
You really should not be using a NON FDA APPROVED AUTOCLAVE in human practices.

Lab use is another issue.
